European Territorial Cooperation Programmes

Objective 3 of the EU Cohesion Policy for the period 2007-2013, European Territorial Cooperation, is dedicated to interregional, transnational and cross-border cooperation and replaces the Community Initiative Programme INTERREG III 2000-2006. European Territorial Cooperation is implemented through the Structural Funds of the EU and in particular through the European Regional Development Fund (ERDF) concentrating on the following three axes:

development of cross-border economic and social activities. This concerns regions with common land and sea borders.

introduction and development of transnational cooperation, including bilateral cooperation between sea regions. This concerns regions that face common problems and challenges.

improvement, by means of interregional cooperation, of the effectiveness of regional policies through the development of networks and exchange of experiences between the regional and local authorities. This concerns all regions of the EU.

The funds that will be available to Cyprus for the European Territorial Cooperation under the Cohesion Policy framework for the period 2007-2013 amount to approximately €28m and will be distributed to cross-border and transnational programmes.

Cyprus participates in the following Programmes within the framework of the European Territorial Cooperation objective:

o CROSS-BORDER COOPERATION PROGRAMME GREECE-CYPRUS 2007-2013
o TRANSNATIONAL COOPERATION PROGRAMME MED
o CROSS-BORDER COOPERATION PROGRAMME OF THE MEDITERRANEAN BASIN ENPI
o INTERREGIONAL COOPERATION PROGRAMME INTERREG IVC

The Planning Bureau has been appointed by a Council of Ministers’ Decision as the National Coordinator (National Contact Point) for the Programmes of Objective 3 European Territorial Cooperation for the programming period 2007-2013 while the Managing Authorities are the following:

For the Cross-Border Cooperation Programme Greece-Cyprus 2007-2013 the Special Unit on Managing the European Territorial Objective Programmes under the Ministry of Finance, Competitiveness and Maritime in Greece ( www.interreg.gr )

For the Transnational Cooperation Programme MED the Region Provence-Alpes- Côte d´Azur of France based in Marseille ( www.programmemed.eu )

For the Cross-Border Cooperation Programme of the Mediterranean Basin ENPI the Region of Sardinia in Italy ( www.enpicbcmed.eu )

For the Interregional Cooperation Programme INTERREG IVC the Region Nord-Pas-de-Calais of France based in Lille ( www.interreg4c.eu )

Cyprus also participates in the following Programmes within the framework of the European Territorial Cooperation Objective:

o European Spatial Planning Observation Network ESPON 2013
o Interact II Programme
